With the collapse of the Soviet Union, many people have questioned the United States' need for a fighter as advanced and expensive as the F-22.  To determine the depth of this need, the Air Force commissioned the System Threat Assessment Report.  This study concluded that a threat to the U.S. does exist both from the continued production of fighters in Russia and from other countries' use of  former Soviet planes.
